Mercurius thinks that the key to solve the missing girls is Anna, the rich girl. As van Setten, the father, was a member of the parliament when Anna was born, Mercurius goes to The Hague. He discovers that Mrs van Setten was never pregnant, and after checking an orphanage, he learns that a little girl was adopted after her mother passed away.
Mercurius thinks that Anna's real father, who had been at sea for years, returned to discover taht his wife had died and his baby had been taken away. Vermeer makes Mercurius see that the common thing the three girls share was that they were all redhaired. the father didn't know where his daughter was, so he just took the girls who matched the age and were red-haired.
Mercurius suggests to the mayor that they will make the kidnapper believe that the canals are not controlled by guards any longer. The second girl appears, and then Mercurius is the one who finds the man and Anna on a barge. When Mercurius tries to jump to the barge, the boat capsizes and they end in the water. Mercurius then tells the man that he is ready to let him go if he leaves Anna with him. He says that he can't look after the girl, and she has a family who cares for her. The deal is that when Anna turns 21, he can come back and if Anna wants, they can have a relationship.
The man leaves and Mercurius returns the girl to her family. The mayor is not happy that the man escaped, but Mercurius keeps quiet about him letting him go.
