Highgate Rise 4 (Pages 169 - 215)

Thomas and Pitt keep investigating, following the premise that the intended victim was Dr Shaw. 

Charlotte, though, thinks that Clemency Shaw was the aim of the arsonist. Lady Vespasia comes to see her and asks her what she intends to do. Her idea is that the key is in Clemency's work on the slums as she planned to reveal those rich people who kept poor people in horrifying conditions. Lady Vespasia advises Charlotte to send the children to stay with her motehr for a few days, and she can take Gracie, her young maid, to investigate. That is what she does, and Gracie is all excited. I really love Gracie and how transparent and honest she is. Charlotte and Gracie talk to the curate, Oliphant, and Dr Shaw, who is staying with him, disapproves, but there is nothing that can stop Gracie. Her enquiries take her to the house of someone called Bessie Jones. She lives in a room where three other families live, but she is adamant to stay. Charlotte thinks that she could find the owner if she talk to the rent collector.

Lady Vespasia also helps by talking to the Member of Parliament to know what the law is. Jack Radley, Emily's husband, has visited some of the places with a friend of his, and Emily has extracted information from Lady Priscilla by hinting that she wants to make money, and the woman tells her that it is common to buy property in poor quarters and collect rent. 

I am curious to know who the arsonist is. I imagine that the situation of the slums must be the motive, but who is behind?
