Tracy keeps thinking about whether to accept to be charge of the department of cold cases. After talking to the officer that is to retire, she finally accepts.
The case that she starts investigating is the disappearance of Elle Chin, who took place five years ago. What she does is talk to one of the neighbours and the officer that was first on call. Both the neighbour and the officer agree that Jewel Chin is a piece of work, and the officer, Bill Miller, says that he thinks that Bobby Chin is a good guy even though he never hung out with him. Yet, he has to admit that he plead guilty on charges of domestic violence. Tracy also learns that Jewel's boyfriend, the fitness instructor, is dead as he apparently committed suicide.
Kins is now only in the unit, so he asks Tracy help with the investigation of a missing young woman, Stephanie Cole, who failed to return to her shared flat. Her flatmate tells Kins and Tracy that Stephanie was supposed to go to a Halloween party. We know that Stephanie went running in a park, and she came across a man who she asked for directions, and the man seemed to be mentally challenged. We discover that the man is Evan Sprague, who lives with his two older brothers, Franklyn and Carroll. Franklin learnt from Carroll that Evan had done something to a woman. Stephanie's car appears in some other area, and we believe that Franklin took it there.
Kins and Tracy get to talk to a man who remembers a woman running in the North Park, and that leads them to the Sprague brothers, who they think are creepy. And then the scene-of-crime team start searching the park, and they find blood and one of the woman's earbuds.
