SPOILERS!!!
Cox is trying to find Wael Mann, who is a grave robber as well. Wael Mann is the brother of the Dilkes' driver, Leslie Mann. The Dilkes think that their driver was involved in the kidnapping. He was killed when the girl was kidnapped, but there is evidence that he and his brother were implicated. So now Cox is trying to find him. He is told that a prostitute knows where he is, and he goes to find her, but the woman tries to escape. When he catches up with her, she mentions a pub in the west end and then she jumps into the Thames.
We discover that Lady Dilke is the daughter of the chancellor, and it is obvious that she is dominated by her father, who treats her horribly, blaming him for what has happened to his granddaughter. We can guess that maybe it was this man who convinced his daughter to report Cox years ago, which triggered Cox's doom.
Moriarty is behind the kidnappings, and he wants to use the girls as leverage to influence their powerful relatives. I am not sure what he intends but it seems that he wants to create a worrld where he is the ruler.
